Candace Rivera and Brandon Espinoza

Bios

Candace Rivera is the Pueblo County Clerk & Recorder, overseeing the largest administrative office in the County with 60 staff members across four divisions: Elections, Recording, Motor Vehicle, and Clerk to the Board. Her passion for public service has led her to enhance processes, promote efficiencies, advocate for taxpayer savings, and improve both customer service and staff morale. She has secured over $2 million in grant funding to expand and enhance services for the public. Recognized for her dedication, Candace has received numerous honors, including the Presidential Award of Honor from President Barack Obama, and the Meritorious Unit Award from the Pueblo County Sheriff. A graduate of Leadership Pueblo and the Colorado Organization for Victim Assistance Academy, she also served on various community boards, including Pueblo Crime Stoppers and the Domestic Violence Task Force, exemplifying her commitment to serving the Pueblo County community and its citizens. Candace currently serves on the state Electronic Recording Technology Board and as the Legislative Co-Chair for the Colorado County Clerk’s Association. Brandon Espinoza is the Chief Deputy County Clerk & Recorder. As the Chief of Staff and second-in-command to the County Clerk, he provides administrative, managerial, and operational support to the Clerk’s office. He oversees operational and administrative functions, including supervising staff, managing budgets, and ensuring compliance with policies and procedures. A graduate of Colorado State University – Pueblo, he is a dedicated professional with 20 years of experience in leadership and finance. Prior to his role as Chief Deputy Clerk, Brandon served as a Vice President for a community bank where he was recognized as a community champion in the Denver Metro region in 2019. He has volunteered for organizations such as Junior Achievement, Mi Casa Resource Center, Salvation Army – Back on my Feet Program, and the Pueblo Community Soup Kitchen. Brandon is a graduate of the Pueblo County Sheriff’s Department Citizen’s Academy, a 2025 Leadership Pueblo participant and currently serves on the board of directors for Friends of ACOVA. His favorite hobby is photography, is an avid music fan and he is passionate about helping others.
