NYC’s land use and zoning landscape has changed significantly in recent years, including changes to zoning rules and the public approval process. But what do these changes mean for community organizers and the ways we build power?
This interactive session will examine the differences between the traditional ULURP process and newer land use pathways, creating space for participants to discuss the potential opportunities, challenges, and tradeoffs of each. Together, we’ll explore how changes in process can shift leverage points, opportunities for community engagement, decision-making power, and points of intervention—and what those shifts might mean for organizing strategy.
Rather than simply walking through the process, the session will center organizers’ experiences and questions: Where can communities intervene? Where does power sit? What has changed about when and how organizers can engage? And how might campaigns adapt their strategies to these new pathways?
The session will also provide an opportunity for organizers to connect with peers, exchange experiences and strategies, and build relationships with others working on land use, housing, and community development issues across NYC. Participants will leave with a stronger understanding of NYC’s evolving land use landscape, new ideas for approaching organizing in these processes, and connections to peers navigating similar questions in their own communities.
