Kelly Challen  (Expert Transition Specialist, Speaker & Consultant | Founder of Challen Education & Transition Services

Kelley will explore how student voice and self‑determination are intentionally embedded within the Massachusetts Transition IEP, emphasizing that true student participation requires explicit instruction, preparation, and thoughtful assessment. She will highlight why meaningful engagement does not happen automatically and demonstrate how transition assessment can empower students to understand their strengths, express their goals, and take ownership of their IEP meetings and postsecondary plans. Educators will leave with a clear, practical framework for centering student agency throughout the transition planning process.

Kelley Challen, Ed.M., CAS, is a nationally recognized transition specialist with more than 20 years of experience supporting students with diverse learning and developmental profiles. As an expert in transition services and postsecondary planning, she has led work across schools, families, and community agencies to strengthen student-centered practices and improve outcomes for youth preparing for adulthood. Kelley is widely respected for her evidence‑based approach, deep understanding of transition assessment, and commitment to empowering students to take an active role in shaping their futures.

Plouffe's Head.jpegRich Plouffe, MS.Ed., is the Director of Transition Services at SEEM Collaborative, where he has spent over fifteen years supporting young adults and their families through the transition process. His professional experience spans private, public, and collaborative school settings and includes roles in group home management, transportation oversight, and administration. This diverse background informs his practical approach to complex educational and transitional planning.
