About This Event
A New Jersey Work Environment Council Webinar:
The U.S. Chemical Safety and Hazard Investigation Board’s
Chemical Incident Reporting Rule
Friday, November 13, 2026
2 PM (EDT) – 3 PM (EDT)
Over the last five years, industry reported to the Chemical Safety Board (CSB) 651 chemical incidents, including 103 with deaths, 355 with serious injuries, and 314 with substantial property damage. CSB's data shows that major incidents continue as a major problem. This CSB data is based on its 2020 reporting rule, which requires prompt reports to CSB from facilities that have an accidental release of a regulated substance or extremely hazardous substance that results in a death, serious injury or substantial property damage.
This free webinar from the New Jersey Work Environment Council (WEC) will examine the history, requirements, and uses of and challenges for this important rule, with ample opportunity for discussion and questions. The public is invited, including those from labor, management, safety organizations, community and environmental groups, government agencies, Congress, and the press.
Speakers
- Stephen Klejst, CSB Executive Director - Investigations and Recommendations. Mr. Klejst came to CSB after nearly ten years at the National Transportation Safety Board where he held the agency’s senior career position as Deputy Managing Director.
- Dan Tillema, CSB Senior Chemical Incident Investigator. Mr. Tillema has led many CSB investigations and now coordinates its accidental release reporting program and develops Incident Reports.
- Rick Engler was nominated by President Obama and confirmed by the U.S. Senate as a CSB Board Member from 2016 to 2021. He helped develop and voted to approve the reporting rule. He is a WEC chemical safety consultant.
