About Courtney

Courtney Gary-Allen is the Executive Director of the Maine Recovery Access & Action Project (ME-RAP). Drawing on her own lived experience as a person in long-term recovery and a survivor of sexual violence, she leads a holistic approach to recovery that combines community organizing, policy advocacy, and direct support services. Her work is rooted in the belief that the people closest to the challenges are also closest to the solutions, and she is committed to ensuring the voices of people with lived and living experience of substance use shape policy, programs, and systems of care.

Courtney's policy work in Maine has helped advance pharmaceutical settlement fund transparency, strengthen Good Samaritan protections, expand overdose reversal education in schools, and champion other evidence-based policies that save lives. At 16, she earned her GED while raising a young child, later completing her undergraduate degree at the University of Maine at Augusta (2020), a master's degree from the Muskie School of Public Service (2025), and her first year at Maine Law, all while leading statewide advocacy efforts, helping build innovative recovery services, and remaining committed to her own recovery journey. Courtney is currently serving her second term as an At-Large City Councilor in Augusta, Maine.
