Panel Moderator - Judge Donovan Frank

In 1998, Donovan W. Frank was appointed the thirty‑first federal district judge for the District of Minnesota.

Judge Frank was born in Rochester.  He graduated from Luther College, magna cum laude, in 1973 and graduated from Hamline University Law School, magna cum laude, in 1977.  In 1985, Judge Frank was appointed to the state district court bench and served as the Chief Judge from 1991 to 1996.  In 1996, the Minnesota Conference of Chief Judges named Judge Frank Trial Judge of the Year.  He is also the recipient of the 2012 Paul G. Herne Award for Disability Rights and the Arc Minnesota Luther Granquist Systems Change Award in 2011 and 2016.

Judge Frank served on the Minnesota Supreme Court Racial Bias Task Force and Minnesota Supreme Court Implementation Committee on Multicultural Diversity and Racial Fairness in the Courts from 1993-1998.  He currently serves as Chair of the Lawyers Concerned for Lawyers Board of Directors.

Sarah Soucie Eyberg

Sarah Soucie Eyberg is the principal attorney of Soucie Eyberg Law, LLC, practicing exclusively in the area of Social Security Disability law. Her dedication to professional excellence, development and service knows practically no bounds (just ask her husband). She is a member of several local and statewide legal organizations, and serves in leadership roles in nearly every organization.

Sarah is a runner, knitter, deer hunter, mother, wife and attorney living just outside the Twin Cities with her husband (Jason), four children (Esme, Mina, Roland, and Walter), cat and chickens. When she is not working, she can be found at home with her family, trying new recipes or passing on her love of reading to her kids. She is also passing all of her nerdy fandoms on to her kids, including Doctor Who, the Marvel universe, all things Halloween and more.

Daniel L. Payne

Dan Payne is a Senior Manager for the U.S. Coverage Team at Intact Insurance Specialty Solutions. In that role, Dan leads a team of in-house attorneys who advise the company on complex insurance coverage and extra-contractual matters.  He is also responsible for strategic oversight, mentoring, and counseling senior leadership on litigation trends, risk exposure, and resolution strategies.  

Before joining Intact, Dan was an associate and then a partner at the Meagher & Geer law firm in Minneapolis, MN. 

Outside of work, Dan has been a Volunteer at Lawyers Concerned for Lawyers since 2011.  He also served on LCL’s Board of Directors from 2014-2020, including a term as Chair from 2016-2017.
